Why your website/forums has to be at least two weeks old.

There are a couple of reasons:
Reason #1: We need to make sure that everything is worked out and you're done developing, and:
Reason #2: We need to make sure that you have gotten into the hang of being an administrator there.
Hope this clears things up a bit ;)
EDIT: Sometimes you can get your forums/website approved even if they are less than two weeks old if we feel that they are well taken care of and laid out. :)

Yes, there are exceptions if the website is completely trusted and laid out.
